Welcome to the Cambodia-Japan Cooperation Center

Sustainable economic development is the most important issue which countries in the world are exerting their efforts and/or have strengthened their strategic plans in order to promote and enhance their countries' economic development. The economic development is not only a crucial factor for alleviating the poverty issue in the country, and for bridging the development gaps among the countries in the region, as well as in the world, but also is an important determinant for raising the value of the country. Thus, in order to develop the national economy with sustainability, the country needs to firstly build and enhance capacity of human resources with high technical and scientific skills, and then the country is developed based on competent human resource development.

For Cambodia, the civil war, political unrest, and conflicts have occurred for decades. And although the recent years have been a time of political stabilization and economic growth, Cambodia still faces a shortage of competent human resources for building and strengthening the Cambodia's economy to ensure sustainable development as countries in the world.

Therefore, in order to contribute to develop Cambodia, particularly to enhance the quality of education, the Cambodia-Japan Cooperation Center (CJCC), which is a autonomous public administrative establishment, and is the benchmark of concerned organizations and institutions, public and private, of Japan and Cambodia , has officially operated the project since April 1 st 2004 . The CJCC is established through the unconditional grant-aid of the Government of Japan under the cooperation between the Japan International Cooperation Agency (JICA) and the Royal Government of Cambodia.

Furthermore, the main objectives of the CJCC are to effectively train and enhance consistent human resource development to ensure the highly competent and qualitative human capital with respect to the international standard in order to effectively respond to labor market needs as well as to the recent socio-economic development in the country, and continue strengthening and expanding mutual understanding and cooperation between Japan and Cambodia through the three main activities: Human Resource Development Course, Japanese Language Course, and Exchange Program.

Through the courses which provided by famous experienced Japanese professors, foreign experts and experienced professors from other ASEAN countries, and qualified and competent Cambodian professors, the CJCC ensures that trainees will benefit in specific skills, good knowledge and know-how to contribute to improving the quality and potential of market economy in Cambodia. In addition, with the application of the international standard of education of the CJCC, trainees will be able to manage their own businesses; and they will also be able to engage in much higher level of competition in the region and the globe.

In the mean time, the CJCC would like to sincerely welcome supports, contributions for development, critical commends, and other donations including research materials, books, and etc., from local and international visitors.

Finally, the CJCC would like to warmly welcome students, businessmen, new entrepreneurs, civil servants, and so on to the CJCC to earn new skills, good knowledge, and highly modern education for your future career's development.

Welcome to CJCC Homepage. My name is Naoyoshi SASAKI. I have been working for 33 years with the Japan International Cooperation Agency on project formulation, planning, implementation, and in particular I was assigned as resident representative for the establishment of JICA Turkey Office (1995-1997) and JICA Madagascar Office (2002-2005. They were very challenging tasks for me.

As for my experience of JICA work in Japan, I have played a role of managing the International Centers whose function was to train personnel from various countries. All are quite interesting works.

The former Chief Advisor of CJCC, Mr. Mikio NAKAMURA, had handed over his baton to me on April 16th, 2008; however, there was an interval absence of the chief advisor for two months and half between Mr. NAKAMURA's leaving of CJCC for Japan and my arrival to Cambodia. During that interval, CJCC had been well operated with the utmost efforts of all staff. More than that, I was kindly welcomed by all the CJCC staff with their warm hearts and good expectation.

In Cambodia there are many proverbs to learn. Now I am initially learning from Director of CJCC, Dr. Oum Ravy, some Khmer proverbs: "Negotiate a river by following its bends and enter a country by following its customs." (Chaul steung tam bat chaul srok tam brates). I have many things to learn and study about Cambodia and CJCC. For the past months of my arrival in Cambodia, I have joined many interesting and very important activities at CJCC. We successfully conducted the 4th Steering Committee Meeting for the CJCC Project. I feel I am very much blessed with the Chief Advisor's work of having a good partnership, particularly with the Director and young capable staff of CJCC and with the experienced Japanese experts.

Well, this year is the final year of the phase I of the CJCC Project. The Royal Government of Cambodia is making an official request to the Government of Japan for the phase II CJCC Project. And JICA will dispatch the final evaluation mission team to CJCC in order to review the CJCC project based on the PDM and to evaluate the project performance in the phase I. And then, both parties will consider the necessity of the phase II project in terms of technical and financial feasibility. We, then, will make a minute of meeting, and based on the Minute of Meeting, JICA will dispatch a Preliminary Study Team in order to make an agreement on the new Record of Discussion for the phase II of CJCC Project.

So, we are going to take several steps, firmly one by one with confidence, to implement all activities planned with self-reliance management and operation of CJCC in order to assure a big fruit in the near future.

In Cambodia, the influence of devastation of civil war after the 1960s is presently continuing, thus aid assistance in both hard and soft aspects "infrastructure, human resource development and establishment of government systems" is needed for this country. After the communist regime (1985-1989), the royal government of Cambodia decided to adopt free-market economy system since the conclusion of Paris Peace Agreements (1991). However, they only have weak foundation in free-market economy system and it is an urgent issue to establish the systems and develop human resources.

While, the government of Japan establishes "Japan Center", which aims at developing human resources who can take on business in free-market economy through Japanese experiences and know-how in the countries whose economy is transferred from planned economy to free-market economy,,in Cambodia, project formulation mission team had been dispatched in March 2000 to study its necessity. Concerning this case the royal government of Cambodia was very interested in "Japan Center", therefore Japanese government continued discussions with Cambodian side in task force members of which the Embassy of Japan and JICA Cambodia office are the representative memebers.

January 2001, the royal government of Cambodia determined to establish "Japan Center" in the campus of the Royal University of Phnom Penh. In June 2002, the royal government of Cambodia officially requested for the construction of "Japan Center" building from Japan's Grant Aid, and also the project type technical cooperation for the activities. Having received the request, JICA dispatched the First Ex-ante evaluation mission team to make a consensus of basic framework of cooperation and to survey the needs for "Japan Center" in February 2003.

According to the result of First Ex-ante evaluation mission, JICA dispatched the Second Ex-ante evaluation mission team to discuss the implementation and management systems of Human Resources Development Course (HRD) , Japanese Language Course (JLC), and Exchange Program as well as the concrete content of each course in June 2003. And in November 2003, the Third Ex-ante evaluation mission team was dispatched to discuss the management planning of CJCC in the future. In March 2004, R/D mission team was dispatched and the royal government of Cambodia and government of Japan agreed to start technical cooperation project on April 1 2004.

On July 15 2004, Exchange of Notes was subscribed under the presence of Prime Minister Samdach Hun Sen for the Grant Aid of CJCC building construction. The CJCC building was started in November 2004 and finished its construction in November 2005.

On February 21, 2006, The Cambodia Japan-Cooperation Center (CJCC) celebrated its official opening of the new building in the campus of the Royal University of Phnom Penh (RUPP). Japanese and Cambodian people, students, foreign diplomats alike, joined the celebration in which Samdech Hun Sen, Prime Minister of the royal government of Cambodia and His Excellency Takahashi Fumiaki, Ambassador Extraordinary and Plenipotentiary of Japan to the Kingdom of Cambodia delivered speeches congratulating the Center for its achievements helping to enhance consistent human resource development and to strengthen closer ties between the Japanese and Cambodian people.

CJCC Opening Ceremony

On February 21, 2006, The Cambodia Japan Cooperation Center (CJCC) celebrated the official opening of its new building on the campus of the Royal University of Phnom Penh (RUPP). Japanese and Cambodian people, students, foreign diplomats alike, joined the celebration in which Samdech Hun Sen, Prime Minister of the Royal Government of Cambodia and H.E. Takahashi Fumiaki, Ambassador Extraordinary and Plenipotentiary of Japan to The Kingdom of Cambodia delivered speeches, congratulating the Center for its achievements helping to enhance consistent Human Resource Development and to strengthen closer ties between the Japanese and Cambodian people.
