Institution and International Cooperation

PUC is a private institution. It is the first higher learning institution in Cambodia that provides English based education in all subjects, and is officially authorized and accredited by the Royal Government of Cambodia to grant degrees in Bachelors, Masters, and PhDs to qualified students. PUC adopts an international standard curriculum generally used by American and other developed countries’ colleges and universities (combining General Education and Major Core subjects). This academic model assures that credit units and degrees earned at PUC will be recognized by and equivalent to those of other universities abroad.

From our founding, we have taken our role most seriously to educate and empower future leaders. PUC strives to provide top quality instructions and to play a leadership role in local, national, regional, and global affairs. Our faculty members are drawn from business, government, NGO, and academia from around the world, including the US, Canada, Australia, New Zealand, the United Kingdom, Germany, France, Japan, India, the Philippines, etc.

In order to integrate our graduates into the ASEAN and international community, we use English as our primary vehicle of learning. Indeed, PUC is the only university in Cambodia to offer all instruction and textbooks in English. That is the reason why in less than four years, we have become very well known in the region, and are recognized as the university in Cambodia with the strictest enrollment requirement. Each year student applications are increasing so fast that we cannot absorb all the demand but select only a reasonable number among the best in order to maintain our high standards.

In the First Quarter of Year 2004, the student enrolment was recorded at around 4000. Currently PUC employs more than two hundred faculty members, administrators and staff, including full and part-time instructors.

PUC is working in academic and technical cooperation with several American and Asia-Pacific universities including the following:

USA

University of Delaware, University of Massachusetts at Lowell, California State University System represented by Cal State Fullerton and Dominguez Hills;

Australia

RMIT University (in the process of finalizing the protocol of agreement);

Philippines

La Salle University, Technological University of Philippines (in the process of finalizing the protocol of agreement);




PUC Governance and Leadership

PUC is governed according to its bylaws by a Board of Trustees, and is assisted by an Academic Advisory Council. The Board of Trustees shall appoint the Executive Officers as a management team, which consists of a president, vice presidents, a secretary, and a treasurer to run the University’s daily operations. Also, the Board of Trustees shall appoint two Internal Auditors.


A. Board of Trustees

The Board of Trustees has the following duties and responsibilities:
 
  1. Establishing the University’s mission and vision;
  2. Appointing the University’s Executive Management Team;
  3. Approving PUC programs and curricula;
  4. Approving the academic policies, rules and regulations, operations and management procedures; and
  5. Approving the overall fiscal operations, and serving as an advisory body to the Executive Management Team.

The Board of Trustees consists of the following personalities:
 
  1. Chairman: Dr. Kol Pheng, graduated with a Ph.D. in Economics from the University of Missouri at Columbia, Missouri, USA;
  2. Vice Chairman: Mr. Ou Sam An, graduated with a Master’s degree in Mechanical and Aerospace Engineering from Washington University, Missouri, USA;
  3. Member: H.H. Princess Sisowath Santa, graduated with a Master’s degree in Psychology from the National University, California, USA;
  4. Member: Dr. Sorn Samnang, graduated with a Doctorate in History from the University of Paris, France;
  5. Dr. Sin Chum Bo, graduated with a Ph.D. in Educational Policy and Management from the University of Oregon at Eugene, Oregon, USA;
  6. Member: Dr. Keo Sambath, graduated with a DMD in Dentistry from Washington University, Missouri, USA;
  7. Member: Dr. Sam Sok, graduated with a Doctorate in Law from the University of Paris, France;
  8. Member: Mr. Nuth Narang, graduated with a Diplome Superior (Master’s degree) in Human Science from the University of Paris at Sorbonne, France; and
  9. Member: Dr. Uch Sithon, graduated with a Doctorate in Chemistry and Physics from the University of Grenoble, France.Mr. Chiv Ratha is Secretary of the Board of Trustees.


B. The Academic Advisory Council

The Academic Advisory Council shall provide both to the Board of Trustees and the Executive Management Team with advices on academic programs and/or any other issues related to the University management and international accreditation.

The following persons have been appointed to serve on the PUC Academic Advisory Council:
 
  1. Dr. Lawrence Donnelley, Associate Provost, International Programs, University of Delaware, United States of America;
  2. Dr. LaMarr W. Kopp, Vice Provost and Deputy Vice President for International Programs Emeritus, Pennsylvania State University, United States of America;
  3. Dr. Juan C. Rodriguez, Director of Graduate School, Department of Education, University of Massachusetts at Lowell, United States of America;
  4. Dr. Lao Mong Hay, Ph.D. in Economics from the University of Wales, United Kingdom. Dr. Lao is currently Chair of the Asian Studies Program at the University of Toronto, Canada;
  5. Dr. Sam Sam-Ang, Ph.D. in Ethnomusicology from Wesleyan University, United States of America; and
  6. Dr. Harry Norman, Dean of University Extended Education and International Programs, California State University at Fullerton, United States of America.


C. Executive Management

The Executive Management Team is responsible for PUC’s daily operations. It consists of the following personalities:
 
  1. Dr. Kol Pheng, Ph.D. in Economics from the University of Missouri at Columbia, USA, President, conducting daily operations;
  2. Dr. Chea San Chanthan, Ph.D. in Education from the University of California at Santa Barbara, USA, Vice President for Operations;
  3. Dr. Sin Meng Srun, Ph.D. in Forestry Economics from the University of Georgia, USA, Vice President for Academic Affairs;
  4. Mr. Chhoeng Phan Sophon , Vice President for Student Affairs; and
  5. Mr. Chau Hing, Treasurer.

D. Internal Auditors

The Board of Trustees has appointed the following persons as PUC Internal Auditors:
 
  1. Mr. Muy Bun, Licence es-Sciences of Commerce, Faculty of Economics and Commerce, Phnom Penh; and
  2. Mr. Kul Bun Song, Licence es-Sciences of Commerce, Faculty of Economics and Commerce, Phnom Penh.

E . Academic Leadership

Currently, the academic leadership consists of the following personalities:
 
  1. Dr. Renato Lee, Dean of Graduate Studies. Dr. Lee received a Doctor of Business Administration (DBA) from De La Salle University in the Philippines. He has a wide range of experience in management, public policy development, economics, international finance, and international relations.
  2. Mr. Mak Vann, Dean of Faculty of Business and Economics. He received both MBA and Master in Management Information Systems degrees from Marymount University, Virginia, USA. Mr. Mak Vann has a vast range of experience in management, finance and banking, and database management.
  3. Dr. Andrew Major, Dean of Faculty of Arts, Letters, and Humanities. Dr. Major received his Ph.D. in History from the Australian National University, Canberra, Australia.
  4. Dr. Raymond Leos, Dean of Faculty of Communication and Media Arts. Dr. Leos received his Doctor of Jurisprudence from the University of California at Davis School of Law; and a Master of Fine Arts from UCLA Graduate Films School, USA.
  5. Dr. Trond Gilberg, Dean of Faculty of Social Sciences and Internal Relations. Dr. Gilberg received his Ph.D. in Political Science from the University of Wisconsin, Madison, Wisconsin, USA.
  6. Dr. KONG Phallack, Dean of Faculty of Law and Public Affairs. Dr. KONG Phallack received his LL.M in Laws and Politics from Nagoya University, Graduate School of Law, Japan; LL.B in Laws from Royal University of Law and Economics, Cambodia; and Doctor of Dental Surgery (DDS) from Royal University of Health Sciences, Cambodia. Dr. KONG Phallack has a vast range of experience in commercial law, Intellectual property law, labor law, civil law and procedure, international law and conflict resolution (mediation, conciliation and arbitration), etc.
  7. Dr. Mobital Sharma, Dean of Faculty of Education. Dr. Sharma received his Ph.D. in Education from the Baroda University, India.
  8. Dr. Om Nheansarak, Dean of Faculty of Mathematics, Sciences, and Engineering. Dr. Om received his Ph.D. in Technical Sciences in Energy from Moscow State University.
  9. Dr. Anita Pattnaik, Associate Dean of Faculty of Mathematics, Sciences, and Engineering. Dr. Pattnaik earned her PhD degree in Marine Biology at Berhampur University, India.
  10. Dr. Hieng Punley, Dean of Faculty of Medicine & Health Science. Dr. Hieng Punley received his Doctor of Medicine from the Faculty of Medicine, Cambodia.

9. Faculty of Medicine & Health Science

  PUC is currently in the process of extending its program activities in Medicine and Health Science to train physicians, medical technicians and nurses as well as public health workers and health care managers.

Admission Requirements:

Upon successful completion of the Intensive English for Academic Purposes (IEAP) program, both undergraduate and graduate students must pass the rigorous PUC College Admission Test (CAT) and Graduate Admission Test (GAT), respectively.

Institutes and Learning Centers

In addition to the above faculties, PUC has also established a number of institutes and learning centers to further enhance student’s learning; and to accommodate the human resource development and capacity building of Cambodia and of the region:

1. PUC Institute of Foreign Languages (PIFL) provides English and other languages training for the general student population in the following areas:
  (a) English as Second Language, known as General English;
(b) Intensive English for Academic Purposes (IEAP);
(c) English for Specific Purposes (ESP);
(d) English for High School Students (EHSS);
(e) TOEFL and IELTS Examination Preparations;
(f) Khmer, Chinese, Japanese and other languages.

2. The PUC Leadership Institute (PLI) provides conferences, seminars, lecture series, and workshops as well as leadership development and management training for PUC and non-PUC students and youth; and for employees and staff of government agencies, non-governmental and international organizations as well as for those of private corporations.

3. The Center for Community Service-Learning (CCSL) has been established in partnership with California State University, Fullerton, USA, and is supported by a grant from USAID.

Community Service-Learning is a teaching method which combines community service with academic instructions as it focuses on critical, and reflective thinking and civic responsibilities. The Service-Learning program involves students in organized community service that addresses local needs, while developing their academic skills and sense of civic responsibility as well as commitment to the community.

4. The Law Clinic has been established to provide world-class, practical legal education to PUC law students through a combined curriculum – comprising Criminal Law and Street Law programs – which includes classroom learning and community legal education and practice.

The Law Clinic is a joint-project between PUC and the Open Society Justice Initiative (OSJI), an international organization based in New York, USA, with satellite offices all over the world.

Other Facilities and Support Programs:

Computer Labs
PUC computer labs acquaint students with the use of computers as tools for working with large quantities of information in a high technology environment.

Independent Learning Centre (ILC)
Students can freely use the ILC to practice English listening and reading, and writing skills, using earphones and built-in audio-visual and video equipment.

PUC Library
The PUC Library has a range of books, documents and audio-video tapes for students to do their homework and class assignments. Recently, PUC acquired a new Online Library account from California State University, Fullerton (CSUF), USA, with over 3 million volumes of books and 6 million journals and periodicals for our students and faculty to further their research and advanced studies.

Also, the Office of the Public Affairs Section of the US Embassy has set up an American Corner inside the PUC Library to further enhance our educational resources.

PUC Student Senate
To instil and promote good leadership, PUC encourages students to get involved in student government and activities through the Student Senate. This student body has been established to provide students with hands-on learning experience in assuming responsibility, accountability, and leadership, which will prepare them for future success.

Classrooms
All classrooms at PUC are air-conditioned for students’ comfort, and equipped with cable TV and audio-visual/video equipment to facilitate innovative teaching. Small classes maximize students’ learning efficiency.

With PUC commitment to empowering students through higher education, its excellence in education guaranteeing a quality learning experience and with its facilities and support programs, PUC has absorbed an increasing number of local students in the past four years. PUC is well known to government employees, civil society and the international community in Cambodia with a significant number of foreign students taking courses with our university.

PUC is currently operating in four campuses within the capital city of Phnom Penh. Each campus is equipped with full facilities as mentioned above.
