Job Description

  • Develop, manage and maintain the essential IT functions required by the Joint Secretariat include office systems and the Registration Management System; on-line registration and license to practice with payment system;
• Ensure that all technology components of the Joint Secretariat are functioning effectively and efficiently, including computers, printers, telephones, audiovisual equipment, web sites, and social media vehicles (e.g. Facebook, Twitter) used by the Joint Secretariat;
• Prepare regular reports and quality data as directed by the Managing Director;
• Provide IT administrative support to the team members;
• Develop and maintain an organizational presence and effective messaging through the use of social media (e.g. Facebook, LinkedIn, Twitter) effectively;
• Develop and design artworks and webpages for official page of the Joint Secretariat;
• Be the contact point for the Joint Secretariat that effectively coordinates, manages and reports on the maintenance contract with the IT Company, Code’s Done;
• Coordinate external agencies that provide services related to information technology, data management services
• Provide feedback/input to improve online tools & social media
• Provide annual budget proposals relating the IT equipment and software maintenance and replacement.

Job Requirements

  • Bachelor degree in Computer Science and Web Design
• Minimum 3 years of information technology experience in Cambodia, including responsibility for design and maintenance of IT systems and data bases as well as equipment planning, procurement, monitoring, and maintenance;
• Skills and knowledge to effectively work with, various computer programs, including word processing, spreadsheets, presentation software (e.g. Power Point), and database programs;
• Demonstrated ability to develop and maintain a professional web site;
• Experience in developing, implementing, and monitoring both budgets and operational plans;
• Be able to work under pressure deliver outputs quickly, efficiently to high standard.
• Be able to work with minimal supervision;
• Experience in developing metrics and quality reports that support the Managing Director and Executive Committee in monitoring that the Joint Secretariat is achieving its desired outcomes;
• Demonstrated interpersonal and communication skills, both oral and written, to maintain productive working relationships with a range of internal and external stakeholders –Executive Committee of the Joint Secretariat, Councils, Councils, Ministry of Health, health donors; IT contractors ;
• Demonstrated organizational skills, including ability to prioritize and effectively manage multiple tasks and deadlines while maintaining attention to detail;
• Ability to work collaboratively and effectively as part of a small team; be pro-active and flexible;
• Ability to exercise judgment and resolve issues in accordance with agreed parameters.
• High level of proficiency in speaking, listening, reading and writing in English.
