Job Description

  - Manage the Human Resource (HR) function including preparation of employment contracts, recording of paid and unpaid leave and attendance record, preparation of staff compensation & benefits.
- Develop and update HR policy and procedures.
- Provide comprehensive office management services including oversight of the office space, security & cleaning services, office supplies, invitation letters, and travel arrangements.
- Conduct local procurement of office equipment and other purchases in accordance with organizational procurement policy and budget.
- Maintain and regularly update the office inventory list.
- Provide administrative support to the Managing Director and Joint Secretariat.
- Provide receptionist duties including answering the office phone; welcoming visitors and making appointments.
- Coordinate logistic arrangements for the Joint Secretariat’s meetings, workshops, conferences and training activities.
- Liaison person for administrative services of Joint Secretariat with government agencies, public and private health care sectors and Non-Government Organizations (NGOs)
- Maintain and update master file of stakeholder contact list.
- Perform other administrative duties as assigned by the Managing Director

Job Requirements

  - Bachelor degree in business administration or human resource management.
- Minimum of 5 years of experience in office management, administrative support and human resource management functions within the health care sector and/or a non-government organization (NGO).
- Knowledge and skills to effectively work with various computer programs, including word processing, spreadsheets, Power Point, and database programs.
- Fluency in English and Khmer, with accurate translation of complex documents from English to Khmer and Khmer to English and interpreter skills for simultaneous translation.
- Sound interpersonal and communication skills, both oral and written, to maintain productive working relationships with a range of stakeholders – Ministry of Health, Executive Board of the Joint Secretariat, health profession Councils, health donors and implementing partners.
- Sound organizational skills, including ability to prioritize and effectively manage multiple administrative support tasks and deadlines while maintaining attention to detail.
- Ability to work collaboratively and effectively as part of a team and be pro-active and flexible.
- Ability to work with limited supervision and in accordance with organizational policies and procedures.
- Demonstrated ability to exercise judgment and resolve issues in accordance with agreed parameters; and
- Willingness to learn and perform new duties as assigned by the Managing Director.
