Job Description

  • Financial management and operations: Lead on all financial matters, with quality and consistency, and with leadership to ensure a zero tolerance approach to bribery and corruption.
-Assess and manage the implications of financial issues in the short and long-term, with clear financial projections to maintain cash flow and financial sustainability.
-Establish and maintain procedures for timely processing of operations such as: payments, monthly and year-end accounting, bank and cash management, filing of electronic and hard data, staff payroll, tax deductions, monitor all advances and loans.
-Ensure all the above are compliant with organization's financial management policy and local legal, taxation and other regulatory requirements. Working relationships with state institutions are required (such as tax department, MEF, Council for the Development of Cambodia)

• Budget and grant management: Lead on budget matters, with quality and consistency, and with leadership to ensure full cost recovery.
-Lead the annual budget preparation and on proposal budget development.
-Ensure consistency, integrity of financial reports and budget monitoring within donors’ and organization's regulations. Interpret and communicate them to teams and advice the Country Director, People Manager, and Programme teams on any variances in expenditure and, where appropriate, income.
-Work closely with Programme team to ensure necessary financial support; and ensure that implementing partners have the appropriate level of support, including financial management assessment. Partnership management will be an area of focus and development.

• Staff Management: lead the Finance and administrative team ensuring its effective contribution towards meeting the organization in Cambodia ‘s objectives through delivering an efficient, customer-focused, yet compliance based service to the organization teams (staff and volunteers) it supports. Manage staff members within a clear performance management framework, and to facilitate their individual development plans in order to optimize team performance.

• Administrative Support, governance and compliance:
-Ensure administrative and procurement activities as necessary to enable the smooth, effective and efficient running of the office and programme operations.
-Ensure proper organization assets management and reporting
-Lead on audit processes and issues (annual self-audit, external or internal audits, and management response plans)

Job Requirements

  • Understanding of donor conditions from institutional donors. A finance professional with demonstrated capacity at management level. Sound technical financial management skills; an understanding of financial management policy frameworks and ability to lead this in financial planning; ability to design new processes and procedures. Excellent financial planning, budgeting and report-writing skills, in particular to design new processes and procedures. Thorough knowledge of working on accounts software.
• Customer care and service oriented: demonstrable commitment to delivering excellent, focused and efficient, customer care and service.
• People Management and Leadership skills. Experience at a managerial level within a complex organization with proven ability to develop and motivate a team. Experience in coaching staff, in order to develop their skills and support them in being able to do their job effectively and confidently. Evidence of leadership skills including the ability to take difficult decisions to get results when required, for example handling difficult personnel situations.
• Planning and Time Management skills: to be able to manage time and tight schedules, working effectively under pressure, and to assist direct reports with the prioritizing of tasks. Ability to work on own initiative.
• Flexibility to adapt to new situations, with a positive attitude to working in an international organisation. Able to travel occasionally and spend time away from base and home.
• Commitment to organization's values desirable: experience working with international NGOs. Project management experience. Working in cross cultural environment and diverse teams.
