Job Description

  ULS is seeking an experienced, executive level sta… to lead the Company’s Finance function. This role will support an empowering and entrepreneurial
Managing Director and occupy a broad mandate. As the group’s most senior financial steward, it provides essential support in financial strategy, financial and management reporting, risk and compliance and decision-making analysis.

This critical role will also include project feasibility analysis, evaluating financing options, commercial negotiations and contract execution. Whilst ensuring strong financial controls and appropriate processes and procedures are in place, the role will develop strong internal relationships and ensure that stakeholders understand and actively manage their performance. This role also entails oversight over the company’s HR and O˜ce Administration department.

This position understands that financial return is not our only KPI, but our goal is to provide accessible housing solutions for Cambodian families and help build communities. This person knows how to balance out these worlds and help the Company make sound financial decisions. This position will be making decisions at the executive levels, reporting directly to the Partners.

* Specifically, this position will focus in the following areas, in order of priority:

• Develop and oversee monthly, quarterly and annual corporate reporting and Company financial position; including insights and variance analysis on key drivers, opportunities and risks. Recommend strategies to achieve Company goals;
• Develop the Company’s financial objectives with Partners for 2, 3- and 5-year targets;
• Oversee the Accounting team on revenue recognition, internal controls,account receivable, accounts payable, tax, risk management, audits and general accounting. Assume ownership of all financial processes within scope of position;
• Develop the financial management processes and procedures, ensuringtheir relevance and adherence. Improve and standardize all accounting, record keeping and reporting procedures and ensure it adheres to Company standards and Government requirements;
• Lead and mentor a small team of junior and mid-level Accountants and oversee their development and training;
• Provide strategic level input on executive level decisions on projects and the strategic direction of the business;
• Strong influential skills, providing the Executive team with timely and impartial reality checks on all business-critical matters;
• Support the Managing Director in the financial oversight of his other business interests.
• Work with senior management to formulate KPIs and business drivers;
• Develop reporting structure for current projects, reporting timelines and assess project financial KPIs;
• Advise Project Managers (PMs) on pricing and costing strategy as required;
• Oversee project level Accountants;
• Lead and oversee project level profit-sharing approach, monitoring performance and payouts.
• Assist or lead on development of project financial models with PMs and external Partners;
• Advise on project financial feasibility, driving the ‘what-if’ and scenario analysis;
• Input to market opportunities and suggest projects or sectors as appropriate.
• Support and oversee the HR and O˜ce Administration department to ensure the company has an e…ective HR function and compliant with Government requirements

Job Requirements

  -Bachelor’s Degree in Accounting or Finance; MBA preferred;
Professional qualifications from a recognized professional body (CPA, CA, ACCA);
-Additional certifications and training in related fields are appreciated;
-8+ years of direct experience in Accounting or Financial Management;
-3+ years of experience in real estate, construction or similar field;
-2+ years in management of a portfolio of over US$20 million;
-Excellent written and oral communication skills, well-developed presentation skills;
-Strong Manager with a track-record of sta… development and mentoring;
-Must be able to work in a fast-paced environment that is still in its formative period;
-Familiarity with Cambodian finance and tax laws preferred but not essential.
-Languages: Fluent in English, competency in either Khmer or Chinese (Mandarin) preferred but not essential

* Other Details
-Working hours: Approximately 40-45 hours per week; primary work days shall be Monday to Friday 9 AM – 6 PM with occasional o…site work. Work outside of o˜cial hours will be required on occasions.
-Reports to: This position reports to the Managing Director.
Direct reports: The Finance and HR teams currently has 5 team members, with two direct reports to the Finance Director.
-Compensation: This is a senior level position with Urban Living Solutions
reporting directly to the Managing Director. ULS is o…ering a competitive base salary commensurate with experience. This position will also be eligible for profit sharing calculated on a per project basis.

This position comes with international medical coverage and unlimited holiday/leave.
